
MOSCOW, November 3. Social activists and human rights activists are considering the issue of launching marketplaces in the DPR, LPR, Zaporozhye and Kherson regions, a member said at the Community forum Public Chamber, Chairman of the Public Monitoring Committee of Moscow Georgy Volkov.
According to HRC member Elena Shishkina, new constituent entities of the Russian Federation need not only the development of electronic commerce, but at least its availability. “Due to hostilities in new regions, entrepreneurs are faced with a situation where they a priori do not have the opportunity to enter marketplaces to sell their products. Residents, in turn, also cannot use all the services that the platforms offer due to the lack of delivery points orders,» she said.
“Digitalization is the most important factor in the success and development of entrepreneurship. The Coordination Council and the Union of Electronic Commerce considers the most important area of its activities to be equal access and equal opportunities for consumers and entrepreneurs from the Chukotka Autonomous Okrug to the Kherson region, from Baltiysk to Anadyr, while respecting the rights and interests of all participants market. In this regard, we are now exploring the issue of developing e-commerce in new regions of Russia,» Volkov noted.
The Commissioner for the Rights of Entrepreneurs in the DPR, Yaroslav Berezhko, proposed to discuss and identify legislative conflicts that hinder the integration of marketplaces in new regions, and to think through optimal mechanisms of interaction for the period of transitional provisions. “For example, start working using the FBO method through Rostov or start working from rear cities where it seems safe,” he said.
As Shishkina explained in a conversation with, there are no marketplaces in the new regions. “Our entrepreneurs are ready to transport their goods, transport them to the Rostov region. We do not suggest that they (marketplaces — ed.) enter cities where hostilities are taking place, but give our entrepreneurs the opportunity to enter the site to earn money. In addition, delivery points can be open in rear cities,” she said.
The interlocutor said that the so-called buyers, being in other regions, order goods from marketplaces and transport them to the DPR, LPR, Kherson and Zaporozhye regions with a markup of up to 30%. “The population, which has been at war for 10 years and is being shelled every day, cannot afford such a financial burden,” added Shishkina.
The «Community» Forum is an open work platform for civil activists, representatives of NGOs and simply caring people who are ready to engage in socially oriented work. The goal of the forum is to identify the best regional and federal practices of civic engagement, unite like-minded people, and give impetus to the development of civil society in the regions. In 2023, forums were held in Yakutsk, Voronezh, Samara and Vologda. The final forum in Moscow concludes the year-long campaign; it will last two days.
