YEKATERINBURG, November 13. The Central District Military Court in Yekaterinburg has begun considering the case of Viktor Rastorguev, a native of Ukraine, who is accused of preparing to blow up a military commissariat, the press reported. — court service.
In October last year, the regional department of the FSB announced the arrest of a native of Ukraine for preparing a terrorist attack against an administrative building. A 59-year-old local resident, a Russian citizen, who arrived in the Sverdlovsk region from Mariupol in 2014, was detained. According to a law enforcement source, the man “planned to blow up the local military registration and enlistment office,” and components for making a homemade explosive and incendiary device were found at his home.

According to the file of the Central District Military Court, Rastorguev’s case was received by the department in September of this year, and several hearings on the merits have already taken place.

«He has several articles: part 3 of article 30, part 2 of article 223.1 of the Criminal Code of the Russian Federation (attempted illegal production of explosive devices committed by a group of persons by prior conspiracy) and part 1 of article 30, Part 2 of Article 205 of the Criminal Code of the Russian Federation (preparation for a terrorist attack),” the court’s press service said.
“The military commissariat for the Sverdlovsk region, in Yekaterinburg,” explained the agency’s interlocutor, answering the question of what object the person involved was going to blow up.
In addition to setting fire to a military establishment, the man hoped to stage a terrorist attack at a defense industry enterprise. Thus, the official representative of the regional department of the FSB, Alina Kazantseva, explained on the television of the Ural State Television and Radio Broadcasting Company that the defendant had equipped a bunker in the basement of a residential building; during the search, homemade missiles were discovered, which he made from scrap materials, and he carried out tests in the forest — with their help and planned to attack Uralvagonzavod.
It was also noted that before his arrest Rastorguev worked as a janitor in a hospital in Nizhny Tagil, and during his arrest he told the security forces that he “just wanted to make fireworks.”
