Administrative fines for “inducing” abortions have been introduced in the Kaliningrad region

The Legislative Assembly of the Kaliningrad Region adopted a regional law that introduces administrative liability for “inducement” to abortion. Interfax was informed about this by the press service of the regional parliament.

According to the document, “inducing” a woman to have an abortion “through persuasion and deception” will be regarded as “a threat to the family, paternity, motherhood and childhood.” For “inducement” fines are provided: from three to five thousand rubles for citizens, from 10 to 20 thousand rubles for officials and from 30 to 50 thousand rubles for legal entities.

The author of the initiative was the Commissioner for Children's Rights in the Kaliningrad Region, Irina Tkachenko. In her opinion, the law “will allow women to count on certain protection in difficult life situations that arise at various stages of pregnancy.”

The Legislative Assembly explained that “informing a woman by a doctor about the state of her health and the presence of medical indications for artificial termination of pregnancy” will not be considered “inducement” to abortion.”

Similar laws have already been adopted in the Tver region and Mordovia. The same bill was submitted to the Tambov Regional Duma. Previously, the ban on “inducing” women to have abortions was supported by the head of the Russian Orthodox Church.

The day before, the governor of the Nizhny Novgorod region introduced a bill to the regional parliament prohibiting private clinics from performing abortions. At the same time, against the backdrop of numerous proposals from deputies and officials to limit women’s rights to abortions, private clinics in the Kursk region and annexed Crimea abandoned them themselves.
