Deputies even calculated the profit from the adoption of the law — 220 billion rubles
Trips to buy peas for Olivier and tangerines at the hypermarket may become a thing of the past. By the next New Year, Russians will be able to purchase everything they need for a festive feast in tents near their homes and in food trucks. Deputies from United Russia proposed making mobile trading formats more accessible.
On the eve of the holidays, parliamentarians introduced a bill into the lower house designed to turn opening a stall or food truck from a headache into a profitable business. The authors of the amendments to the law “On the Fundamentals of State Regulation of Trade Activities” are a group of fifteen deputies led by the deputy chairman of the United Russia faction, Sergei Morozov.
The developers of the bill complain that now the rules of the game for the mobile commerce sector are different in all regions of the country. The amendments will bring everything to a single denominator. In addition, entrepreneurs will be assigned a minimum of guarantees, which will allow them not to fear for the survivability of their tent business.
One of these guarantees will be the principle “the place changes, the business remains.” This means that if the municipality suddenly needs a place where there is a tent with fruits and vegetables or, say, pies and shawarma, officials will be obliged to allocate other square meters to the businessman. That is, driving traders out of their homes because a new road will be built there or a high-rise building will be built will simply not work.
The authors of the amendments also promise businessmen to minimize any bureaucracy. The principle of placing mobile retail outlets will become declarative. But this will apply only to publicly accessible places.
There is no place for pedantic sentiments in trade, the deputies decided. And they suggested that municipalities conclude contracts with the owners of auto shops and tents for at least five years.
At the same time, parliamentarians assure that they are not trying to attack the pride of officials:
“The bill does not redistribute, but only clarifies the powers of local government bodies,” the deputies emphasize in the explanatory note.
And they immediately give advice on whom officials should follow as an example: “The bill allows local authorities to regulate non-stationary trade in their own way.” discretion, including according to the model currently used in Moscow, when kiosks are owned by the city and rented out to entrepreneurs,” United Russia notes.
The authors of the amendments have already calculated the potential profit from the new model. With reference to data from the expert community, they stated that “private investment in the automotive industry and related services, such as the production of commercial equipment for food trucks, auto shops and their maintenance, will amount to at least 220 billion rubles.” Plus, entrepreneurs will invest another 100 billion rubles in the modernization of old tents and the purchase of new ones, according to Duma members.
In addition, trade will grow with new jobs: about 250 thousand of them will be created, deputies predict.
< p>Finally, farmers will have new channels for selling their products, and consumers will have more chances to buy their own without having to spend half a day on a trip to the hypermarket.
“Increasing the number of retail facilities within walking distance, primarily in urban environment, will contribute to an increase in the volume of sales and consumption of food — according to expert estimates, the volume of sales of agricultural products may increase by 4.5 million tons,” legislators assure.
