The innovation will not apply to works of science, literature, art that have historical, artistic or cultural value, materials from registered media, as well as photos and videos that are intended for use for scientific or educational purposes established by federal standards.
In addition, the deputies proposed toughening penalties under certain articles of the Criminal Code if the crime was committed “with a public demonstration, including in the media or information and communication networks (including the Internet).” Similar wording will be included in Article 63 of the Criminal Code, which lists aggravating circumstances.
