The corresponding bill has already been submitted to the State Duma. It is proposed to replace the lost income using funds received from excise taxes on class 5 motor gasoline.
According to current regulations, most Russian car owners are subject to transport tax. It is regional, which means that the income received with its help goes to the corresponding budgets. At the same time, the subjects of the Russian Federation set the rates of this tax independently. Let us recall that the calculation scheme was determined back in the early 2000s; the amount of tax for car owners is determined using the engine power of their car and the current rate in the region.
Previously, legislators and initiators have more than once proposed changing the scheme for calculating the amount of transport tax or getting rid of it altogether. A group of deputies from the faction “A Just Russia – For Truth” has now made another corresponding proposal. The project was published in the electronic database of the lower house of parliament.
According to the authors of the document, the current tax calculation scheme is unfair, since it takes into account the rated power of the engine, and accordingly, car owners have to pay tax even if the machine is not in use.
The initiators believe that a “fairer” scheme would be one in which car owners would pay the state not for the fact of owning movable property, but “for the intensity of its use through the payment of appropriate excise taxes.” It is assumed that, as a result, car owners will pay tax only for the time when they directly use their cars.
The financial and economic justification for the bill states that the complete abolition of transport tax in the Russian Federation could entail a loss for regional budgets, which in total would amount to approximately 200 billion rubles. At the same time, the authors of the initiative believe that approximately 70% of this amount can be compensated by revising the current system of fuel excise taxes.
< p>The authors of the bill insist that it is necessary to send to the regions those funds from excise taxes that are currently credited to the federal budget. According to current standards, the federal treasury receives 25.1% of revenues from excise taxes, and 74.9% goes to regional budgets. We are talking about class 5 motor gasoline. According to deputies, “the complete replacement of the tax with excise taxes will lead to a more equitable distribution of covering the costs of maintaining road infrastructure.”
Previously, other initiators advocated the introduction of 50 percent discounts on transport tax for careful car owners (individuals). It was assumed that the benefit would apply to those drivers who did not receive fines for traffic violations during the year. Last fall it became known that the Russian government did not support this idea.
