The Ministry of Labor and Social Protection of the Russian Federation has taken the initiative to appoint the Work in Russia company as a state operator that will carry out the organized recruitment of labor migrants in the country. The press service of the department reported this on Tuesday, March 26.
As the Ministry of Labor explained, this measure is part of a set of decisions to improve the regulation of labor migration, which is carried out on behalf of the Cabinet of Ministers. It, among other things, will eliminate scenarios in which a migrant who comes to a specific employer, after completing all the necessary documents, ends up on the open labor market.
The Ministry explained that if this initiative is implemented, “Work in Russia” will enter into agreements with employers who conduct organized recruitment of migrants. The operator will also be instructed to maintain a register of such employers and carry out targeted selection of employees, taking into account the needs of Russian companies.
Previously, the Ministry of Labor developed a bill tightening the stay of foreigners in Russia. In particular, the authorities propose to limit the term of concluding employment contracts with migrants to two years, subject to employment with one employer. The document also defines the rights and obligations of employers in relation to migrant employees.
Russian President Vladimir Putin, speaking at the board of the Prosecutor General's Office, called the migration sector very important and troubling to millions of people. According to the head of state, “there should be no laxity in anything” — the situation must be kept under complete control.
