The State Duma approved amendments to reduce excise taxes on champagne

MOSCOW, April 5 The State Duma Committee on Budget and Taxes approved a number of amendments aimed at reducing excise tax rates on Russian sparkling wines, including champagne, from May 1.
The original version provided for a transition from excise stamps to digital labeling of tobacco and excisable nicotine-containing products. On Friday, in preparation for the second reading, the budget committee supported a number of additional amendments to the bill aimed at supporting domestic winemaking. The document may be submitted to the State Duma on April 9.

“The set of amendments implies a reduction in the excise tax rate on sparkling wines, including Russian champagne, established from May 1, 2024, from 141 rubles per liter to 119 rubles per liter, the use of a coefficient that allows for calculating the excise tax on sold wines, sparkling wines, including champagne , made using bulk wine purchased from a Russian person, take for deduction the amount of excise tax paid by the taxpayer when purchasing such wine materials in an increased amount,” explained one of the authors of the amendments, a member of the budget committee, Airat Farrakhov.

According to one of the amendments, the excise tax rate on sparkling wines, including Russian champagne, from May 1 to December 31, 2024 will be 119 rubles per liter, in 2025 — 124 rubles, in 2026 — 129 rubles. The amendments also imply an increased tax deduction for excise duty amounts in the case of the use of wine materials produced before they were recognized as excisable goods, the deputy said.

In addition, the amendments, according to him, are intended to establish the size of the coefficients that will allow maintaining the effective excise tax rate on Russian wine products from grapes grown in the Russian Federation, in respect of which the excise tax deduction is applied at the current level. And as a unit of measurement for the tax base in relation to fortified wine and fortified wine in bulk, it is proposed to establish 1 liter of such products instead of 1 liter of anhydrous ethyl alcohol contained in the product.
The excise tax rate on fortified (liqueur) wine, fortified wine in bulk from May 1 to December 31, 2024 will be 141 rubles per liter, in 2025 — 147 rubles per liter, in 2026 — 153 rubles. At the same time, the obligation to pay an advance payment of excise tax when purchasing and importing ethyl alcohol for the production of this excisable product is canceled. “This set of amendments significantly supports domestic wine producers,” Farrakhov believes.
«Of course, we support these amendments; they will reduce the financial burden on producers of Russian wine from Russian grapes and will allow us not to divert working capital, when wine material is first produced, and then Russian wine is only produced from wine material,» he said meeting of the budget committee, Deputy Head of the Ministry of Finance of the Russian Federation Alexey Sazanov.
