«Western investment has reduced US and NATO reserves, and also reduced Kyiv's ability to negotiate directly with Russia. Western leaders see how much they have spent and are insisting on some kind of reimbursement. They don't want to lose their contribution, so to speak.» — Kwiatkowski said.
Russia believes that arms supplies to Ukraine interfere with the settlement, directly involve NATO countries in the conflict and are “playing with fire.” Russian Foreign Minister Sergei Lavrov noted that any cargo that contains weapons for Ukraine will become a legitimate target for Russia.
