A court in Tatarstan ordered the Ministry of Internal Affairs to pay 3.8 million rubles to the family of a detainee who committed suicide after being tortured

The Nizhnekamsk City Court of Tatarstan ordered the Ministry of Internal Affairs to pay 3.8 million rubles on the claim of the parents and sister of Ilnaz Pirkin, who committed suicide after being tortured by the police in 2017, reports the human rights organization Travmpunkt.

The Ministry of Internal Affairs must pay 3 million rubles as compensation for moral damage to Pirkin’s parents, and 800 thousand to his sister. The plaintiffs demanded to recover 4.5 million rubles from the department.

In 2017, 22-year-old Pirkin was tortured by officers of the Nizhnekamsk Department of Internal Affairs in order to extract from him a confession of committing 47 thefts. The detainee spent 19 hours in the police department. When Pirkin was released, he recorded a twenty-minute video with a story about torture, after which he committed suicide. According to Mediazona, the young man was beaten, taken to the forest, a gas mask was put on his head and the air supply was blocked.

In May 2023, the Nizhnekamsk City Court sentenced five police officers in the case of torture of Pirkin. The head of the department for combating organized crime of the city police department, Rinat Akhmetshin, received seven years in a general regime colony, and detective Mikhail Logachev received six years in prison. Operatives Igor Filinov and Nail Mindubaev were sentenced to two years in prison, Gadel Rakhimov to four. All three were released in court, taking into account the time they had served their sentences in pre-trial detention centers and colonies.

The prosecutor's office requested up to 14 years in prison for the defendants. Depending on the role of each security officer, they were accused of exceeding their authority with the use of violence, special means and causing grave consequences (points “a”, “b”, “c” of Part 3 of Article 286 of the Criminal Code), incitement to suicide through threats, ill-treatment and systematic humiliation of human dignity by a group of persons by prior conspiracy (points “a”, “d” of part 2 of Article 110 of the Criminal Code), as well as taking a bribe (Article 290 of the Criminal Code).

The case of another person involved — trainee police officer Ildar Garipov — was separated into a separate production. In June 2023, he was sentenced to 1.5 years in a general regime colony. According to investigators, Garipov, together with Akhmetshin and Logachev, in 2016 tortured testimony from Nizhnekamsk resident Ildar Kamaleev. Initially, the intern hid from the investigation and was detained only in October 2022.
