The head of a kindergarten in Ugra was fined because of the Facebook icon on the institution’s website

The Kondinsky District Court of the Khanty-Mansiysk Autonomous Okrug (KhMAO-Yugra) fined Olga Shikhaleeva, head of the Solnyshko kindergarten, one thousand rubles in the case of “demonstration of extremist symbols” (part 1 of Article 20.3 of the Administrative Code). Mediazona drew attention to the court’s decision.

The reason for drawing up a report against Shikhaleeva was the Facebook icon on the website of a kindergarten in the village of Mortka, she told Mediazona. The court decision states that the manager “failed to ensure compliance with the requirements of the legislation on countering extremist activities” and allowed the Facebook icon to be displayed on the kindergarten’s website, and also did not indicate that the Meta company was recognized as “extremist” in Russia.

Shikhaleeva did not come to the meeting, the case was considered without her.

Protocols on “demonstration of extremist symbols” were drawn up against two more heads of kindergartens in Ugra — Olga Melnikova from Rodnichka and Alexandra Krasnoperova from Skazka in the village of Mezhdurechensky. According to Shikhaleeva, the Facebook icon on the kindergarten website was also the reason for the administrative case against Melnikova.

The Tverskoy District Court of Moscow recognized the activities of the Meta company as “extremist” in March 2022. After this, Russians began to be prosecuted under the article of displaying prohibited symbols because of the icons and logos of the associated social networks Facebook and Instagram.
