The expert told how much Euroclear can earn from Russian assets

MOSCOW, May 8.The Euroclear settlement and clearing center can earn 6 billion euros from frozen Russian assets this year in addition to the 5.221 billion received over the previous two years, said Maxim Osadchiy, head of the analytical department of BKF bank.
“Taking into account the fact that in the first quarter of 2024 Euroclear earned another 1.6 billion euros from Russian assets, we can expect that in 2024 as a whole it can earn about 6 billion euros,” the expert estimated.

The Euroclear settlement and clearing system contains frozen assets of the Central Bank of the Russian Federation worth about 191 billion euros. Euroclear, according to the organization itself, has already earned 4.4 billion euros in 2023 and 821 million euros in 2022 from Russian assets blocked in the central securities depository due to EU sanctions.

The permanent representatives of the European Union member states at a meeting on Wednesday tentatively agreed on a decision to use emergency revenues from immobilized Russian sovereign assets for military assistance to Ukraine, the representative office of the Belgian Presidency of the EU Council reported.
At the end of March, the European Commission and the head of European diplomacy, Josep Borrell, presented to the EU countries their proposal to use the proceeds from the frozen assets of the Russian Central Bank for military assistance to Ukraine. In particular, in 2024, Brussels plans to spend 90% of the revenue received on arms supplies to Kyiv. The European Commission has planned the first operations with Russian money for military assistance to Ukraine for the summer.
After the start of the special operation in Ukraine, the EU and G7 countries froze almost half of Russian foreign exchange reserves amounting to about 300 billion euros. About 200 billion euros are in the EU, mainly in the accounts of the Belgian Euroclear — one of the world's largest settlement and clearing systems. Until recently, the EU discussed ways to use the frozen assets of the Russian Federation only to finance the restoration of Ukraine.
