From June 1, the rules for calculating the unified allowance for families with children will change
In Russia, International Children's Day is celebrated annually on June 1. In 2020, on this day, families with children from 3 to 16 years old received a one-time payment in the amount of 10 thousand rubles. And since then, Russians have been waiting every year for a “repetition of the banquet” — massive one-time payments by June 1. However, no such payments were made in subsequent years. They are not planned now — in 2024. But important social innovations are still expected for families with children from June 1: the rules for calculating the unified social benefit for them will change.
An attempt to legalize at the legislative level a one-time payment for Children's Day was made last year, when a corresponding bill was submitted to the State Duma. True, it was not about 10 thousand rubles, as it was in 2020, but about 2.8 thousand — but for all parents (adoptive parents, guardians, trustees) of children under 16 years old. It was proposed to issue this money annually, just in time for June 1. However, the bill was rejected: in the federal budget, which is in deficit in Russia, there were no “extra” funds for these purposes.
At the same time, the government, which gave a negative review of the parliamentary initiative, emphasized that in Russia there is now another support measure in place, which is provided to families with children not once, but monthly — a single benefit. It can be received by families in need, including large families and low-income families whose income is below the subsistence level.
It is the recipients of this benefit who will receive important innovations from June 1, 2024. Namely: the rules for accounting for three types of income of families that apply for a single benefit will change: alimony, money in the accounts of adolescents under 18 years of age and payments for parental titles.
Alimony will be taken into account when calculating average per capita income as follows.
If there is a court decision, then the actual amount that was credited to the account is taken into account.
If payments for children are assigned by agreement of the parties, then also the actual amount, but not less than 5% of the minimum wage (SMW) for one child (4810.5 rubles), 33% for two children (6349.86 rubles), 50% for three or more children ( 9621 rubles).
As for payments for parental titles, the innovation is as follows. The amount of money that the state pays when it awards the title “Mother Heroine”, the order or medal “Parental Glory” will not be taken into account when calculating the average per capita family income.
Finally, money in nominal accounts for teenagers under 18 years will not be taken into account at all. And the salary that goes to the accounts is only if the teenager is simultaneously studying at school, higher or secondary specialized educational institution.
“MK” asked economist Andrey Loboda, director of communications at BitRiver, to comment on the situation with payments for Children’s Day.
— Any benefits are important, but payments for children have always played a special role in Russia . But it is not very clear why many are waiting for one-time payments to families with minor children, as was the case in 2020. Let us remember that there was Covid then, many parents lost their jobs or were transferred to part-time work. Therefore, such payments were logical and justified. However, due to inertia, the population expects this to happen again. Of course, this would be great, but there are no prerequisites for such help, which again is correct, given the different economic situation in the country and the world.
— Speaking of innovations, first In all, I would like to note that including alimony in the calculation of benefits is the right decision. Some are trying to get alimony and sit on benefits. It is important that alimony is recorded not in words or in personal SMS, but is written down officially so that it can be taken into account.
