The Russian Ministry of Culture, the Federation Council, the State Duma Committee on Culture and the Presidential Administration are preparing amendments to the legislation on the issuance of rental certificates. This was announced by the director of the Department of Cinematography and Digital Development of the Ministry of Culture, Dmitry Davidenko, TASS reports.
According to him, the law will contain “clear clauses” about whether a particular film corresponds “to our traditional moral values or not.”
Davidenko cited as an example of films that do not correspond to “traditional values” a series about the “Skopinsky maniac” Viktor Mokhov. He believes that such content “cannot be ethically shown.”
“There is that very border that cannot be crossed. There is an unhealthy person who committed a crime. He served 17 years. But this does not mean that a series should be made about him. <…> It is very important that there are no such heroes, that there is no popularization of crime, crimes. Still, for me personally, for our state, I think that everyone sitting in this room will agree with me, a real hero is a military man who today risks his life, protects us so that we can sit here and discuss this topic “so that there is justice and peace in our lives today,” said a representative of the Ministry of Culture at one of the sessions of the St. Petersburg International Economic Forum.
The series about Mokhov called “Unbroken” was filmed by director Sarik Andreasyan. In March, he complained that he had not been able to obtain a rental license for two years. “I am prohibited from releasing this series because they tell me that the law prohibits raping a minor, touching her, and so on. And I say: this is a real story, my actresses are of age. But no, you can’t,” the director said in an interview with blogger Madonna Moore.
In the summer of 2023, the Ministry of Culture reported that the films “Barbie” and “Oppenheimer” do not correspond to the “goals and objectives of preserving and strengthening traditional values.”
After the start of the war in Ukraine, Russian authorities began to mention “traditional values” more often. In the fall of 2022, Vladimir Putin signed a decree “on approving the foundations of state policy to preserve and strengthen traditional Russian spiritual and moral values.” According to Davidenko, when preparing amendments on the issuance of rental certificates, their authors will rely on this decree.
