The monthly payment is due to families with children under 3 years of age at a certain income level. Namely: if the average income per family member does not exceed two subsistence minimums in the region of residence (on the date of application for the payment).

It is also important to remember that families permanently residing in Russia have the right to receive a monthly cash payment. The applicant who has received a certificate for maternity capital must be a citizen of the Russian Federation. The child must also have Russian citizenship.
The size of the monthly payment from maternity capital is equal to the subsistence minimum per child in the corresponding region. The payment is indexed every year.
To apply for a monthly payment from maternity capital, the certificate holder needs to submit a corresponding application. If there are several children under three years of age in a family, a payment can be received for each of them. Funds are provided monthly until the child reaches three years of age. A monthly payment from maternity capital can be issued to any child in the family. The main condition is his age.
You can submit an application for disposal of maternity capital funds to receive a monthly payment in connection with the birth or adoption of a child within three years from the date of his birth.
If the application is submitted no later than six months from the month of birth of the child, the monthly payment is assigned from the month of his birth. In other cases, money will be accrued from the month of application for payment.
The Social Fund assigns monthly payments for 12 months, but no more than until the child reaches the age of three. A repeated application can be submitted one month before the end of the payment period.
An application for a monthly payment can be submitted simultaneously with an application for a state certificate for maternity capital, if it was not issued proactively.
To do this, you need to contact the territorial office of the Financial Markets Service or the nearest MFC. You can also submit an application for support measures online on the government services portal. As a rule, the Social Fund makes a decision within 10 working days. However, if during this time the information necessary to assign the payment has not been received by the fund, the period for making a decision may be extended.
Documents of the competent authority of a foreign state on the registration of a civil status act and on the establishment of guardianship with a certified translation into Russian the applicant must provide it independently to the fund's customer service after submitting the application.
If the decision on the application is positive, funds will be received within 5 business days from the date of the decision. In the future, payments will be credited to the bank account on the 5th day of the month following the month for which the funds are provided.
A decision to refuse payment may be made if the owner of the maternity capital certificate has lost the right to the corresponding measure of state support. Such circumstances include the death of a woman, declaring her deceased, deprivation or restriction of parental rights.
A refusal may also occur if errors were made or inaccurate information was provided when submitting an application for the disposal of maternity capital funds. In addition, payment will be denied in the event of state registration of the death of a child in respect of whom an application for a monthly payment has been submitted, and in the event of cancellation of the child’s adoption.
According to the general rules, payments will not be provided for children over three years of age, applicants without citizenship of the Russian Federation, as well as families where the average per capita income exceeds twice the subsistence level per capita in the region.

Payments from maternity capital will cease to be received when the child reaches the age of three, if the child or adult applicant is declared dead or missing.

If the family’s financial situation has improved, you can refuse to receive the monthly payment. To do this, you need to submit a corresponding application to the territorial body of the Financial Markets Service, MFC or through the government services portal. The remaining maternity capital funds on the certificate are indexed annually and in the future they can be used for other purposes provided for by law.
