
MOSCOW, June 19 Defense industry enterprises that have «failed» to meet delivery schedules will face appropriate measures, including a change of ownership, said Russian Industry and Trade Minister Anton Alikhanov.
“The entire production base is systematically “tied” with end-to-end acquisition schedules, ultimately converging into delivery schedules. Their implementation is under strict control by the Board of the Military-Industrial Complex. And in the event of serious deviations, appropriate measures are taken in relation to “fine” enterprises, up to and including change of owner,” the press service of the Ministry of Industry and Trade quoted Alikhanov as saying following a meeting of the Bureau of the Union of Mechanical Engineers and the League for Assistance to Defense Enterprises.
“Thus, the work of the defense industry on a national scale has essentially been transferred to the principles of strict project management, which is a definite plus in the current situation,” the minister emphasized.
Alikhanov also noted the significant role of the defense industry in the development of industry. Thus, for a wide range of components, it was necessary to largely re-build cooperation ties at several levels deep into this chain; about 850 enterprises that had not previously interacted with the defense industry were involved in this task.

“The importance of the defense industry is growing at a rapid pace. We not only equip our soldiers in the Northern Military District with everything they need, but also actively participate in the implementation of the most important civilian projects. We contribute to the achievement of large-scale goals of the national development of our country,” added the head of Rostec, Chairman of the Union of Mechanical Engineers Sergei Chemezov, his words are quoted by the press service.
He noted that the domestic defense industry, along with the implementation of the State Defense Order, creates groundwork in high-tech civilian areas for the post-victory period. However, problematic issues for the defense industry are still a shortage of personnel and low profitability of enterprises.
Alikhanov, in turn, expressed his readiness to provide support to enterprises in increasing productivity, optimizing and implementing “lean” approaches based on technology audit.
