MOSCOW, June 21 Tightening the requirements for Russian mobile operating systems will facilitate the further development of completely domestic solutions, however, the market requires a reasonable balance between the creation of popular OS and preferences for companies investing in new Russian systems, experts interviewed reported.
The Ministry of Industry and Trade wants to specify the requirements for domestic mobile operating systems in the register of Russian software, the press service of the ministry told the agency. For example, it is proposed to establish requirements for the absence of foreign components for those operating systems that are used at critical information infrastructure facilities, as well as as part of software and hardware systems for government agencies. It is also proposed to add a requirement for Russian developers regarding the ability to provide technical support for solutions and release new versions.

“Tightening is necessary, and it will only have a positive impact on real manufacturers of domestic software, including mobile software. It will also facilitate the work on import substitution and the further development of domestic development, which in many respects is ahead of Western analogues. It is extremely important at the highest level of government level, to pay special attention to those who still take foreign software intended for certain platforms, change the “nameplates” on it and, using various emulators, try to pass it off as domestic developments,” Ivchenkov said.

Pavel Panchenko, head of the mobile development department at IBS, noted that the new requirements will affect operating systems developed based on the Android software stack (Android Open Source Project). These are mobile operating systems «Red OS M» from the Red Soft company, as well as Kvadra OS from the Yadro company. According to the expert, the proposed restrictions may close the possibility of using such OS in the public sector, but they will be able to be presented on the B2C market.
«The market needs some kind of reasonable balance, which, on the one hand, will leave developers the opportunity to create operating systems that are in demand by the state, business and citizens, and on the other hand, will allow giving preferences to those companies that have invested large financial and human resources resources into the creation of new domestic solutions for corporate mobility, creating a completely new sovereign ecosystem of mobile services and applications,” added Panchenko.
