MOSCOW, July 2 Russian President Vladimir Putin approved the regulation on Federal Medical and Biological Agency and established a maximum number of FMBA employees; the corresponding decree was published on the online portal of legal information.
Putin previously signed a decree according to which the head of state, and not the government, as was previously the case, will lead the Federal Medical and Biological Agency.
“Approve the attached regulations on the Federal Medical and Biological Agency,” the document says.
The decree established the maximum number of employees of the central office of the FMBA — 305 units, as well as the wage fund in the amount of 571 million rubles per year.
The maximum number of employees of the territorial bodies of the FMBA will be 942 units, 830 million rubles per year are allocated for their salaries, to be specified in the document.
According to the decree, the powers of the FMBA include submitting to the President and the government draft federal laws on the agency’s activities, implementing federal state sanitary and epidemiological control in the territories served, as well as state regulation of safety in the use of atomic energy.
In addition, the FMBA exercises control over the safety of donor blood and organizes the activities of the blood service, carries out measures to identify particularly dangerous factors of a physical, chemical and biological nature, collects and processes information on identified biological threats, carries out scientific, scientific, technical and innovative activities.
The agency’s powers also include conducting medical-biological and chemical-analytical tests of samples of special non-lethal means, civilian weapons and ammunition, as well as medical and biological tests of the traumatic effects of samples of special means and civilian weapons in terms of assessing the permissible impact on human their damaging factors.
In addition, FMBA establishes medical and sanitary requirements for products, works and services, information about which constitutes a state secret, follows from the decree.
