MOSCOW, July 23 The Moscow City Court recognized as legal the house arrest imposed on Anton Lozin, general director of the Local Kitchen company, in the case of mass poisoning of people beans, the press service of the authority reported.
“The decision of the Zamoskvoretsky Court of Moscow was left unchanged, the complaint was not satisfied,” the agency’s interlocutor said. 
House arrests were also previously appealed by two other defendants: the head of the quality department of Local Kitchen, Elena Mashkova, and the actual head of the Savon-K bean manufacturing company, Vladimir Shin. The Moscow City Court left their complaints unsatisfied, agreeing with the decision of the Zamoskvoretsky District Court.
The investigation sought the arrest of four accused, but only the cook Karim Normatov went to the pre-trial detention center. According to the file, the decision to arrest him has not been appealed.
Previously, a criminal case was initiated under the article “production, storage, transportation or sale of goods and products, performance of work or provision of services that do not meet safety requirements” (clause “a” of part 2 of article 238 of the Criminal Code of the Russian Federation).
At the end of June, the capital's court suspended the work of Local Kitchen for 90 days for violating legislation in the field of ensuring the sanitary and epidemiological well-being of the population.
According to the Ministry of Health, since June 15, 413 people with signs of botulism have applied for medical help to medical institutions in Moscow, St. Petersburg, Tatarstan, Moscow, Volgograd, Kostroma, Nizhny Novgorod, Tambov, Tula, and Yaroslavl regions. According to the latest data, 17 people remain in hospitals, 11 of them in intensive care.
The victims ordered lobio from Local Kitchen («Kitchen in the area») and salad with tuna, beans and apple from Gastroport. As stated by the head of Rospotrebnadzor Anna Popova, a total of 417 people were affected by the botulism outbreak, two of them died.
