
MOSCOW, August 8Russian President Vladimir Putin signed a law that simplifies the procedure for registering cash register equipment (CCT). The corresponding document is posted on the portal for the official publication of legal acts.
The law introduces three new ways to submit applications for registration (re-registration) and deregistration of cash register equipment: in your personal account on the public services portal, through the cash register manufacturer and the fiscal data operator. At the same time, the period for the Federal Tax Service (FTS) to provide services for registration, re-registration and deregistration of cash registers is reduced by half — to five working days. 
In addition, the law obliges manufacturers of such equipment to undergo an examination of new models in an expert organization and sets requirements for such organizations. It also introduces the ability to transfer a cash receipt to a buyer (client) through the FTS information resource «My checks online», designed for storing electronic checks.
The law also improves the control system to prevent the illegal use of cash register equipment through front men or when transferring the device to another person without deregistering it. If an organization does not provide tax authorities with access to the cash register equipment in a timely manner, tax authorities will have the right to deregister the equipment.
And the Bank of Russia is allowed not to use KKT when performing the functions assigned to it — the regulator does not have direct settlements, so this rule is of a technical nature, explained the first deputy chairman of the Central Bank Olga Anufrieva.
In addition, individual entrepreneurs are exempt from the obligation to use KKT when providing services to the population in the field of education, physical education and sports. It is also specified that organizations and individual entrepreneurs engaged in the acceptance of secondary resources from the population (the wording in the current legislation is the acceptance of glassware and recyclable materials) are not required to use this equipment.
The law comes into force on March 1, 2025. Certain regulations related to the possibility of registering (re-registering) cash register equipment and deregistering it through the manufacturer, fiscal data operator or public services portal will come into effect on September 1, 2025.
