
MOSCOW, August 13 The Central Bank has recommended that credit institutions accommodate borrowers from the emergency zone in the Kursk, Bryansk and Belgorod regions and provide them with credit holidays, according to the regulator's message.

"Residents region, who are forced to evacuate from the emergency zone or have lost property as a result of the events that have occurred, have the right to apply to the lender for a deferment of payments on credit agreements and loan agreements for a period of up to six months,» the release says.

It is recommended that applications for credit holidays be accepted in a simplified manner. Any document available to the borrower will be sufficient for confirmation. This may be the right of ownership of housing in the emergency zone, residence permit or temporary registration there, as well as a certificate of stay in temporary accommodation points.
Borrowers whose loan amount does not exceed the following have the right to a deferment:
- 15 million rubles — for a mortgage;
- 1.6 million rubles — for car loans;
- 150 thousand rubles — for credit cards;
- 450 thousand rubles — for other loans and credits.
At the same time, the Central Bank recommends that creditors meet borrowers halfway and satisfy their applications for restructuring, even if the loan amount exceeds the established limit.
Those who have previously used credit holidays, but for other reasons (for example, in the event of a decrease in income), also have the right to apply for a deferment, the Central Bank added.
During the credit holidays, the accrual of fines and penalties is cancelled. Creditors are advised to take into account the specific life situation and reduce the interest rate up to a complete refusal to accrue interest. In special cases, such as loss of ability to work or assignment of disability, full or partial forgiveness of the debt is possible.
«The restructuring carried out should not worsen the borrower's credit history,» the Central Bank emphasized.
On the morning of August 6, units of the Armed Forces of Ukraine attempted to seize a section of the territory of the Sudzhansky District of the Kursk Region. As Chief of the General Staff of the Armed Forces of Russia Valery Gerasimov reported to the President, the military stopped their advance. He emphasized that the operation in the Kursk Region will end with the defeat of the enemy and access to the state border.
A counter-terrorist operation regime has been introduced in the Kursk, Belgorod and Bryansk Regions. A federal emergency regime is also in effect in the Kursk Region.
