The question is put to the referendum: “Do you accept amendments and additions to the Constitution of the Republic of Belarus?”. If adopted, the amendments will enter into force ten days after the official publication of the relevant presidential decree.

The final version of the amendments has been published on Alexander Lukashenko's website. They propose to enshrine in the Constitution:

  • that the head of state, who has terminated the exercise of powers, cannot be held accountable for the actions that he committed as president;
  • a ban on election of the same person as president for more than two terms;
  • the concept of marriage as a union of a man and a woman;
  • the fact that “the preservation of the historical memory of the heroic past of the Belarusian people, patriotism is a duty of every citizen» of Belarus;
  • ban on financing of elections and preparation for them by foreign states and organizations;
  • ban on participation in the presidential elections of those who have ever had citizenship, view of residence permit or “another document of a foreign state that gives the right to benefits and other advantages”;
  • the possibility of removing the president from office by the All-Belarusian People’s Assembly “in the event of a systematic or gross violation of the Constitution or committing treason or other serious crime.

For the first time, the draft of the new Constitution of Belarus was published at the end of December.
