Russian Foreign Minister Sergei LavrovMOSCOW, February 19 in a telephone conversation with French Foreign Minister Jean-Yves Le Drian that the authorities in Kiev continue armed provocations in the Donbass, the Russian Foreign Ministry said in a statement following the conversation. The telephone conversation between the ministers took place at the initiative of the French side. Berlin, which are participants in the Normandy Format, defiantly refuses to fulfill its obligations under the Minsk Package of Measures, builds up military forces on the line of contact in Donbass, conducts a campaign to militarize the population and continues armed provocations.
