It is noted that according to the plans, representatives of the monitoring mission should cross the Uspenka checkpoint on the border with Russia. The day before, the OSCE SMM stated in a daily report that the monitoring teams in Donetsk and Luhansk were waiting to be evacuated. Prior to this, OSCE Secretary General Helga Schmid said that she decided to take out all members of the mission as soon as possible. On the eve of the official representative of the Russian Ministry of Defense, Igor Konashenkov, said that the LPR group, with the fire support of the Russian military, is conducting successful offensive operations and has advanced 23 kilometers. In recent weeks the situation in the Donbass has seriously deteriorated: Kyiv has concentrated most of the army on the line of contact and intensified shelling of the DPR and LPR, using equipment prohibited by the Minsk agreements.
