Earlier, the press service of the Belarusian government reported that the prime minister Belarus Roman Golovchenko ordered to ban the export of 254 types of industrial goods from the country «to protect the economic interests of the state.» «Clause 1 of this decree (establishment of a temporary ban — ed.) does not apply to goods originating from the territory of the Republic of Belarus, the Russian Federation, accompanied by a certificate on the origin of goods form ST-1 or another certificate confirming the Belarusian or Russian origin of the goods, … or a conclusion confirming the production of industrial products on the territory of the Republic of Belarus or the Russian Federation, issued … by the relevant state m authority,» the document says. The decision does not apply to goods transported as part of international transit traffic starting and ending outside the customs territory of the EAEU; placed under customs procedures in a member state of the EAEU other than Belarus, exported from its territory outside the customs territory of the EAEU; transported as part of international transit traffic, starting outside the customs territory of the EAEU and ending in a member state of the EAEU. Also, the decision does not apply to goods transported between parts of the territory of the Russian Federation in transit through the territory of Belarus. The document also provides for the export outside Belarus of goods from the list under one-time licenses issued by the Ministry of Antimonopoly Regulation and Trade in agreement with the regional executive committees and the Minsk City Executive Committee. The ban does not apply to goods exported from Belarus to the Russian Federation within the framework of the Union State, including in transit through the territories of other states. In addition, the ban does not apply to goods obtained as a result of processing operations in the customs territory of the EAEU in Belarus in accordance with the customs procedure for processing in the customs territory. It also does not apply to humanitarian aid, goods previously imported to Belarus using the ATA carnet, vehicles of international transportation and spare parts for them, and a number of other cases. The decision will be valid for six months from March 23. The list of product groups covered by the document is diverse. It contains some paints, a number of materials for dentistry and medicine, scrap, fuel rods, individual boilers, turbines, engines, some industrial equipment, mechanisms, machines and equipment for agriculture, machine tools, some types of electrical equipment and other equipment, locomotives and wagons, vehicles and so on.
