The president said this when he announced the start of the special operation. The course of the operation, plans for its implementation are determined by the Supreme Commander-in-Chief. According to the Constitution, he is the President. The President gave his assessments. The operation is developing according to the plan. This plan has been prepared and approved by the Supreme Commander-in-Chief,» Medvedev said in an interview with RIA Novosti and RT.
