The State Duma in the third reading adopted amendments that will ten times increase the fines for violating fire safety for citizens, and twice for officials and individuals. The document was published on the website of the lower house of parliament.
According to the bill, residents who violate fire safety rules in forests face a fine of 15 thousand to 30 thousand rubles (previously it was 1.5-3 thousand rubles). For officials, the punishment will be from 20 to 40 thousand rubles, and for legal entities — from 100 to 400 thousand rubles.
For burning brushwood, dry grass and other flammable materials in forests or in areas near them, individuals are subject to fines from 30 to 40 thousand rubles, for officials — 40-60 thousand rubles, and for legal — 300–500 thousand rubles.
Violation of fire safety, which led to a forest fire without serious bodily harm and signs of a criminal offense, will be punished by a fine of 50-60 thousand rubles for citizens, 100-110 thousand rubles for officials and 1-2 million rubles for legal entities;
If a fire causes serious bodily harm or death to a person, the punishment for legal entities will be a fine of up to 2 million rubles or an administrative suspension of activities for 90 days.
Amendments to Articles 8.32 and 20.4 of the Code of Administrative Offenses were previously proposed by the Legislative Assembly of the Kemerovo Region.
“The annual damage caused by forest fires due to the fault of citizens, only in Kuzbass, is about 5 million rubles. It has been established that in 75% of cases, fires in Kuzbass occurred as a result of human activity,” the explanatory note said. which burned about a hundred houses.
Large fires this spring are also going on in the Krasnoyarsk Territory, Kemerovo, Kurgan, Tyumen and Irkutsk Regions.
“All forest fires now are the work of man. Basically, the fire passes into the forest from lands of other categories, where unauthorized arson of dry grass is recorded, ”said Alexei Bolshakov, Deputy Minister of Forestry of the Krasnoyarsk Territory.
