One of the participants in the APEC forum in Bangkok told reporters that Thailand , Russia and the majority of APEC delegations tried until the very end to agree on the text of the final statement. “23 of the 24 paragraphs of the final document were agreed upon, which dealt with the economic and trade agenda.
