The petition, which, in particular, notes that many men who are the only breadwinners in their families, cannot leave the country to work, and their relatives are left without money. It is also emphasized that people who «can and want to help Ukraine» do not come to the country, because then they will not be able to leave and «help where they are effective.» In response to the petition, Zelensky indicated that, according to the law, in a military or a state of emergency, the constitutional right of citizens of Ukraine to leave the territory of the country may be limited «with an indication of the duration of these restrictions.» Verkhovna Rada extended until August 23
