The Pushkinogorsk District Court of the Pskov Region fined Sofia Pugacheva, head of the Novorzhevsky District, 50,000 rubles. This was reported by the Pskov branch of the Yabloko party, in which Pugacheva is a member.
In June, on her orders, the letters Z and V, which were pasted by the pupils of the summer camp, were removed from the windows of the Novorzhevsk House of Culture.
Pugacheva explained the decision by the fact that it violates the requirements for the provision of space for municipal property and that it «should be provided equally for all political parties, for all public opinions.»
After that deputies of the Novorzhevsky district wrote a complaint against Pugachev to the prosecutor's office. One of the deputies, Nikolai Sokolov, called the act of the head of the district «a shot in the back of the Russian military.»
The police drew up a protocol against Pugacheva on the «discredit» of the army (part 1 of article 20.3.3 of the Code of Administrative Offenses).

Pugacheva led a district with a population of 8,000 people in 2019. In the elections, she won 45.95% and beat the United Russia candidate by 32 votes. She said that in 2010 she moved to Novorzhev from St. Petersburg, where she was engaged in power supply systems for sewage treatment plants, and became a rural deputy in the Novorzhevsky district, and then a district deputy.
