The Central District Court of Chelyabinsk sentenced anarchist Dmitry Tsibukovsky and his wife Anastasia Safonova to a year and nine months in a penal colony in the case of a banner «FSB is the main terrorist» on the fence of the secret service administration. Pavel Chikov reported this.

The activists were found guilty of hooliganism motivated by political hatred (Part 2 of Article 213 of the Criminal Code). They were also accused of vandalism because of the drawings against the pension reform on the transformer box and change house (Part 2 of Article 214 of the Criminal Code), but the statute of limitations for criminal liability under this article has expired.
According to the prosecutor’s office, on February 15, 2018, Tsibukovskiy and Safonova hung a banner with the inscription “FSB is the main terrorist” on the fence of the FSB department in the Chelyabinsk region, dedicated to the defendants in the “Penza case”. Also, the man lit a fire and threw it over the fence, which “impudently and cynically violated public order.” Fire, according to the prosecution, “was used as a weapon.”
In 2018, Tsibukovsky, Safronova and several other people were detained because of the banner, but were soon released. They were detained again two years later, as a result, the case went to court. In September 2021, the activists were sentenced to two and a half years in prison, but the prosecutor's office demanded that the sentence be increased to six years. Two months later, the sentence was annulled, the activists were released from the pre-trial detention center under a ban on certain actions, and the case was sent for a new trial to the court of first instance.
