"We have announced the results of the vote that took place this morning", ICAO replied, attaching the appropriate link to the answer.

Voting to elect countries to the ICAO Council, which includes 36 states, takes place every three years . Members are elected in three groups. In the first group, in addition to Russia, there are ten other countries, namely: the USA, Great Britain, Japan, China, France, Canada, Australia, Brazil, Germany and Italy. From the updated list provided by ICAO, it follows that, according to the results of voting, only Russia failed to to be re-elected to the Council of the organization.
