The Federation Council approved at a meeting on Tuesday the federal constitutional law on the admission of the DPR to the Russian Federation and the formation of a new subject of the Russian Federation. On September 30, Russian President Vladimir Putin spoke in the Kremlin following the results of referendums in the DPR, LPR, Kherson and Zaporozhye regions, after which he signed agreements with their heads on the acceptance of regions into Russia. Later, the Constitutional Court of Russia recognized these agreements as consistent with the Constitution of the Russian Federation.

The law is submitted to the president for signature. As noted in the text of the law, from the date of adoption of the DPR in the Russian Federation until January 1, 2026, there is a transitional period during which the issue of integration of the republic into the economic, financial, credit and legal systems of the Russian Federation and into the system of its bodies is settled state power. The state language of the DPR is Russian, while the right to freely choose the language of communication, upbringing, education and creativity and the preservation of the native language is guaranteed in accordance with the Constitution of the Russian Federation. Since the day the DPR was admitted to the Russian Federation, citizens of Ukraine and stateless persons those who lived on the territory of the republic on that day acquire Russian citizenship, subject to taking the oath of a citizen of the Russian Federation. After that, they are issued a Russian passport. Persons under 14 years of age are exempt from taking the oath. Russian citizens will be held from 2023. The armed forces and formations of the DPR from the date of inclusion of the republic into the Russian Federation are included in the Russian Armed Forces. DPR banks will be able to obtain a license from the Bank of Russia until January 1, 2024. The law also provides that Russian legislation on OSAGO will not be valid on the territory of the DPR until January 1, 2024 The monetary unit on the territory of the DPR is the ruble, however, until December 31, 2022, the hryvnia will be allowed to circulate and make payments in them. The boundaries of the territory of the DPR are determined by the boundaries established by its constitution on the day the republic was formed and accepted into the Russian Federation.
