Vladimir Arkhangelsky, Acting Head of the Investigative Committee Department for the Penza Region, was brought to disciplinary responsibility due to the initiation of the first criminal case on evasion of mobilization, Pavel Chikov, head of the human rights Agora, said.
Arkhangelsk received an incomplete official compliance. Usually, in case of repeated violations, such a disciplinary sanction is followed by a demotion or early dismissal.
The criminal case under Part 1 of Article 328 of the Criminal Code became known on October 5. Chikov then stressed that this article, according to the explanations of the Supreme Court, can only be applied to those who evade conscription for military service. Two days later, the prosecutor's office of the Penza region recognized the decision to initiate proceedings as illegal.

“We were sure that this case would fall apart. Because this is not a case, but a complete chaos. First, he didn't hide from anyone. Secondly, they arrived with a search warrant dated July 5th. They singled out a whole detachment of riot police, as if the husband cut out half the village and went somewhere to hide. When they broke in, he was heating the bathhouse, twisting brooms on the second floor. He was first tied up with the same rope,” said Moiseev’s wife, Maria.
According to Moiseeva, on the way to the investigation department, operatives told Maxim that he was facing up to 10 years in prison.
Maria claims that her husband tried to explain to the investigators that he did not come on the agenda due to an aggravated stomach ulcer, but the security forces did not believe the documents about the disease from the private clinic. Later, a doctor from a public hospital confirmed the diagnosis.
Moiseev is going to go to court with a claim for rehabilitation for illegal criminal prosecution, Chikov added.
