Senator Andrei Klimov said that Russians who left the country after the start of the war could fall under the law on «foreign agents.» His words are quoted by TASS.
“If you carefully read the law on the control of persons under foreign influence,” said the senator at a press conference, “a person who went abroad, did he not become under foreign influence? It turned out. And if he personally wrote a statement that he condemns everyone here or something like that, then he committed a political act, that is, he was under foreign influence and committed a political act. Can he be a person involved in this law? Easy.»

“I would not trust them (those who left — MZ) with any work in the sphere of state power. I would recommend not to vote for them for any positions. I would be extremely surprised if these people start teaching at state universities or schools,” Klimov added.
Now, to assign the status of a “foreign agent”, the Ministry of Justice needs to prove that a person or organization was engaged in activities” and received money from foreigners, including through intermediaries.
It is not required to prove the connection between foreign funding and activities. For this reason, they entered the register for a transfer of 171 rubles from a foreigner for a taxi or the sale of Aeroflot miles on the Internet.
The new law on “foreign agents”, adopted in July, will come into force on December 1. Andrey Klimov was one of his co-authors. The law will unite the four currently disparate registry of «foreign agents». The criteria for obtaining the status have been simplified: a sufficient basis for this would be that the person “received support or is under foreign influence”, and also engages in “political activity”.
The amendments will prohibit people recognized as «foreign agents» from working in the civil service, teaching in government institutions and organizing rallies.
