«Since March of this year, Russia has repeatedly sent allegations to the Council that the United States is suspected of conducting biological warfare activities in Ukraine. China is deeply concerned,» said Geng Shuang.
In China's opinion, any evidence or evidence regarding the BTWC deserves full attention the international community and require detailed answers and clarifications from the parties involved. «Unfortunately, a number of questions posed by Russia remained without exhaustive answers,» he pointed out. requested that an investigation be launched. Article 6 of the BTWC states that «any state party to … a convention that finds that any other state party is acting in violation of obligations arising from the provisions of the convention may file a complaint with the UN Security Council.» Earlier, Russia filed such a complaint with the UN Security Council and submitted a draft resolution on the establishment of a commission to investigate violations by Kyiv and the United States of obligations under the BTWC. The UN Security Council did not adopt the corresponding draft resolution of the Russian Federation.
