Against the Kaluga human rights activist and the head of the local movement «For Human Rights» Tatyana Kotlyar initiated the sixth criminal case on fictitious registration of foreigners (Article 322.3 of the Criminal Code). The activist herself told OVD-Info about this.
Earlier today, they came to the office of the movement with a search. According to Kotlyar, the police seized the logs with the records of visitors from 2009 and the migration registration forms that were outdated several years ago. “For some reason, they also took away two certificates of a real person about an exam in the Russian language. They were brought to the office so that, apparently, our lawyers would prepare the documents,” Kotlyar added.
The human rights activist was previously prosecuted under this article. In 2015, the court fined her 150,000 rubles and granted amnesty; two years later, she was released from punishment after the statute of limitations expired. In 2019, the court dropped another case. A year ago, Kotlyar was sentenced to a fine of 340 thousand rubles.
As the woman explained, she registers foreigners in her apartment for free, trying to help them.
