MOSCOW, April 28 Russian companies working with hazardous waste will have to confirm their compliance with license requirements every three years, while reissuing licenses more not required. The corresponding law was signed by Russian President Vladimir Putin.
The document is published on the official portal of legal information. It provides for the transition from September 1, 2024 to the procedure for periodically confirming compliance with license requirements for activities related to the collection, transportation, processing, disposal, neutralization and disposal of waste of hazard classes I-IV.
This procedure involves only the submission of documents that confirm the compliance of the activity with the licensing requirements. Periodic confirmation will make it possible to abandon the establishment of the urgency of licenses, which is more burdensome from the point of view of administrative procedures, ensuring control over the fulfillment of license requirements without planned control measures, the explanatory note noted.
The transition to such a procedure in this area «will ensure periodic control over licensees once every three years, while reissuing licenses will not be required,» explained Dmitry Tetenkin, deputy head of the Ministry of Natural Resources of the Russian Federation.
Licensees who received licenses before September 1, 2024 will be required to undergo an initial confirmation of compliance with license requirements three years from the date of granting a license or the last scheduled control (supervisory) event, but not earlier than March 1, 2025.
