Financial support for parents whose children cannot go to state or municipal kindergarten, was proposed by a group of deputies of the lower house of parliament, mainly from the faction «Fair Russia — For the Truth». On Thursday, June 1, they introduced a bill in the State Duma, according to which parents will be paid subsidies, which, according to the idea of parliamentarians, will help pay for the stay of preschoolers in private kindergartens and nurseries.
According to the Federal State Statistics Service, on average in Russia there are 100 places in kindergartens for 106 preschoolers today. In some regions, 147 kids apply for these 100 places. The worst situation is in Tyva, Adygea, Dagestan and the Tyumen region. Only in 36 subjects of the Federation there are 100 or fewer preschoolers for this hundred places. Even where the situation is more or less favorable, children often have to wait for their turn in the garden for several months. At the same time, only 2% of Russian children go to private kindergartens: many parents cannot afford them.
This situation leads to the fact that mothers are often forced to stay at home with their children until they go to school. school, which negatively affects family budgets. The situation is worst in Sevastopol, Dagestan and North Ossetia: about 40% of mothers of preschool children go to work there. accounting in their municipalities and allocate money to their parents from the federal and regional budgets. Lawmakers note that the amount of payment per child should not be less than the subsistence minimum for children, established in the subject of the Russian Federation in whose territory he lives. The money can be both spent on a private kindergarten, and used as compensation to a parent for the temporary inability to go to work.
