The prosecutor's office approved the indictment in the criminal case of abuse of power with causing grave consequences (paragraph «c» of part 3 of Article 286 of the Criminal Code), which was brought against the head of the Krasnoyarsk Ministry of Transport Konstantin Dimitrov. This was reported by the press service of the regional department.
According to investigators, in 2019, the regional transport department signed a state contract with the commercial KrasnoyarskTISIZ for work on adjusting the design and estimate documentation for the construction of a metro worth 954 million rubles. A few months later, Dimitrov ordered to sign an act of acceptance and transfer of work in the amount of more than 742 million rubles, despite having information about the presence of shortcomings.
“He reliably knew about the presence of shortcomings that prevented the acceptance of work (instead of 220 wells, 60 wells were drilled , outdated project documentation of the early 90s was used, there was no actual geodetic survey, and more,» the regional prosecutor's office specified. As a result, the customer paid the contract in full.
As added in the department, Dimitrov concluded a pre-trial agreement and pleaded guilty in full. The publication of the prosecutor's office says: «As part of the fulfillment of the terms of the agreement, he spoke about the circumstances of the crime he committed, pointed to other persons involved.»
Now the head of the Krasnoyarsk Ministry of Transport is under house arrest. Soon his case will be sent to the Central District Court of Krasnoyarsk for consideration on the merits.
The criminal case against Dimitrov became known in July last year, Kommersant and TASS sources in law enforcement claimed that the official was sent to a pre-trial detention center. Then the regional government did not confirm the detention and arrest of Dimitrov, noting that he was on vacation.
In June, Oleg Mitvol, the former deputy head of Rosprirodnadzor and the former head of the Northern Administrative District of Moscow, was arrested in the same case. RBC's interlocutors noted that KrasnoyarskTISIZ, whose board of directors includes a politician, signed a contract for engineering surveys in 2019. As a result, the company completed only part of the work, but received payment in full — 954 million rubles.
