President Vladimir Putin signed a package of laws on contracts with the Ministry of Defense. In particular, it will allow most of the accused, defendants and convicts to enter into contracts with the Ministry of Defense for the war in Ukraine.
Now the defendants in criminal cases under all articles will be able to conclude a military contract, except:
— crimes against the sexual inviolability of minors
— terrorist articles (205 — 205.5, CC)
— hostage-taking (206 CC)
— organization of an illegal armed formation and participation in it (208 of the Criminal Code)
— hijacking of an aircraft (211 of the Criminal Code)
— illegal handling of nuclear materials, as well as their theft (220, 221 of the Criminal Code)
— treason, cooperation with foreign states and espionage ( 275, 275.1, 276 of the Criminal Code)
— extremist articles (280, 281 — 281.3, 282.1 — 282.3 of the Criminal Code)
— an attack on persons or institutions that enjoy international protection, as well as international terrorism (360, 361 of the Criminal Code).
It is assumed that only those people who committed a crime before the adoption of these amendments will be able to conclude contracts. In addition, those who have committed crimes of small or medium gravity will be able to be exempted from criminal liability. There are two criteria for this: receiving a state award for participating in hostilities or dismissal from service for health reasons, because of age and because of the end of the contract. On the same grounds, people will be released from liability, the prosecution against whom “was suspended at the request of the command of the military unit.”
The law comes into force from the date of its publication, that is, today.
