Vladimir Putin signed a law that introduces fines and administrative arrests for violating martial law. The corresponding document is published on the official portal of legal information.
The law introduces Article 20.5.1 “on violation of martial law” into the Code of Administrative Offenses. According to it, citizens can be arrested for up to 30 days or fined in the amount of 500 to 1 thousand rubles. For officials, similar terms of arrest and fines from 1 to 2 thousand rubles are provided.
In addition, if the protocol is drawn up for the person who was driving, the car may be confiscated. The State Duma adopted the bill in the third, final reading on June 20.
On October 19, 2022, Putin introduced martial law in the partially occupied territories of Ukraine — in the Kherson and Zaporozhye regions, as well as the self-proclaimed LPR and DPR. This mode allows you to declare a curfew, inspect cars and seize property.
In March 2023, the State Duma also adopted amendments in the first reading that will give commanders of military units and heads of military police during the period of mobilization the right to apply to military personnel below officer rank disciplinary arrest. Now this requires a decision by a military court.
