Stability and modernization remain a priority
Obligations to citizens remain unconditional priorities for United Russia, including the continuation of the modernization program for schools, kindergartens, hospitals and clinics, and the development of communal infrastructure. This was stated by party chairman Dmitry Medvedev.
The uninterrupted implementation of social support measures for the population is the basis for a competent and, moreover, successful passage of the current tense period, experts interviewed by MK are convinced. In their opinion, all social obligations to citizens will be fulfilled in full despite any difficulties.
Funding the people's program of United Russia in the federal budget for the next three years was discussed at the program committee of the party chaired by Dmitry Medvedev with federal ministers.
“The main financial document of the country is being created in a difficult environment. Nobody canceled the tasks of economic development and social stability. We face extremely serious challenges and threats. The strict priority for the party is the interests of the citizens,” said the chairman of the party.
According to him, the draft budget for 2024-2026 should provide for financing all provisions of the people’s program. The primary task is to ensure the security of the state, the defense capability, the needs of the Northern Military District — all efforts should be directed to this.
In turn, Secretary of the General Council of the party Andriy Turchak stressed that the front will be funded in full.
“Social obligations to people remain an unconditional priority. They will be fulfilled. All the goals that we set for ourselves are real. And we will achieve them,” he concluded.
At the same time, Finance Minister Anton Siluanov stressed that the budget will include funds for monthly child benefits, an increase in the minimum wage, a hot meal program for schoolchildren in grades 1-4, and payments for class teachers.
“We will continue not only programs for the overhaul and construction of new schools, colleges, dormitories for students, but also the modernization of primary health care, medical rehabilitation, and drug provision. Financing is also provided for the development of a comfortable urban environment, new sports grounds, construction of transport infrastructure facilities,” he said.
According to Dmitry Orlov, Director General of the Agency for Political and Economic Communications (APEC), the continuation of the implementation of the United Russia People's Program in full can be considered the main result of the meeting of the Party's Program Commission.
“Guarantees for the implementation of the program, which were given by members of the government, including the Ministry of Finance, are undoubtedly the personal merit of party chairman Dmitry Medvedev. All this means that neither the NWO nor external pressure are the reasons for the conservation or reduction of the program, he is convinced. — The overhaul of existing and the construction of new schools, kindergartens, hospitals, first aid stations, roads, and communal infrastructure will continue. The program of social additional gasification will be implemented, and life in the new regions will be gradually brought to Russian standards.”
The most important presidential and State Duma elections are just around the corner, and already this year, on September 10, on a single voting day, elections will be held at various levels: federal, regional, local, recalled economist Pavel Penkin.
“Any announcement of a reduction in state programs or their financing against the backdrop of increased military spending can cause a decrease in the confidence of the electorate. That is why the government will look for opportunities to finance and/or increase funding for the most sensitive budget items — social, — he says. — Compliance with election promises to voters requires serious financial injections from the state in infrastructure and improving living standards. And it will be done. How and with what tools the government will cope with this — we will see in the very near future.
