MOSCOW, Aug. 4 Russian President Vladimir Putin has signed the Extended Producer Responsibility (EPR) law, which thus establishes requirements for the disposal of products. The document is published on the official portal of legal information.
It is established that the following will be required to ensure the disposal of waste from the use of goods: manufacturers of goods (legal entities and individual entrepreneurs), including packaging, and importers who import them from states that are not members of the Eurasian Economic Union (EAEU) and from the member states of the Union.
The subjects of the EPR will not be companies that are almost impossible to identify — these are small manufacturers of packaged goods, retail, catering enterprises.
It also excludes the possibility of submitting a waste disposal report through associations. It establishes new approaches to determining eco-fee rates for manufacturers, importers of goods that do not provide independent disposal of waste from the use of goods. It also provides for the obligation from January 1, 2025 to ensure the disposal of waste in relation to 55% of the mass of produced, imported packaging, and from January 1, 2026 in relation to 75%.
Moreover, it is assumed that the obligation to ensure recycling is considered fulfilled only in the case of waste disposal by using them for the production of goods, performing works, providing services, extracting useful components for their reuse.
It is established that the obligation to dispose of waste does not apply to manufacturers and importers of defense products provided under the state order.
The list of types of waste, due to the disposal of which the obligation to ensure the disposal of waste from the use of goods, as well as the list of types of goods (products) that can be produced as a result of the disposal of these types of waste, are established by the government of the Russian Federation.
