The Prosecutor General's Office demanded a review of the criminal case against Alexander Neustroev, a resident of Yekaterinburg, who insulted the son of a participant in the war in Ukraine in a hat with the letter Z. This was reported in the telegram channel of the supervisory authority.
“The act committed by Neustroev belongs to the category of moderate severity, but the criminal case could not be terminated, since it is cynical, directed not only against a schoolchild, but also damages the social and moral education of the younger generation and the interests of the Russian Federation,” the Prosecutor General’s Office emphasized.
On the eve it became known that on June 9, the Leninsky District Court of Yekaterinburg, at the request of the investigator, dismissed Neustroev’s case and assigned him judicial fineseven thousand rubles. A Yekaterinburg resident was accused of committing hooliganism with the threat of violence motivated by political hatred (paragraphs “a”, “b” of Part 2 of Article 213 of the Criminal Code). Why the case was decided to be dismissed was not specified — the text of the decision itself was not published in the case card on the court's website.
The Prosecutor General's Office added that «they studied the court decision, found significant violations and instructed the prosecutor of the Sverdlovsk region to prepare a cassation presentation.»
According to investigators, on April 21, Neustroev, not far from the house on Volgogradskaya Street, insulted a schoolboy and swore at him because of a hat with the Z symbol. The incident was recorded by an intercom camera, and a few days later it was distributed by local media.
The child's mother said that the Yekaterinburg resident «began to molest» the schoolboy, «insulted» and «tried to grab», but this was not caught on video. In the video, you can hear Neustroev shouting after the child: “Bitch, put this hat in your ass. Damn, motherfucker. To your parents [tell]. Idiot. Call your father here.» Then he told about what happened to a friend who left the entrance: “Yes, the boy is wearing a hat Z. This is generally a scribe <…> It's not his fault, he's 15 years old already. Maybe put it in yourself … It's hot outside. If it had been cold, I would not have said anything.”
As a result, the Investigative Committee launched an investigation and then opened a criminal case. Neustroev was detained by riot police. The representative of the Ministry of Internal Affairs explained their presence by the need to «exclude possible armed resistance» during the arrest. Soon, the security forces published a video with an apology from Yekaterinburg. At the end of April, the court chose a measure of restraint for him, “not related to isolation from society.”
