The government still cannot agree on the budget for 2024, Faridaily writes, citing two federal officials. As journalists note, usually general parameters are formed in June-July, and a budget is prepared according to them in September-October.
But this year, Faridaily continues, nothing has yet been fully agreed upon: neither the basic parameters of the budget (revenues and expenses for the main items), nor the main scenario indicators (economic growth, ruble exchange rate, oil price ).
“There is a trade-off between spending a lot of money and a lot of money,” says one of the interlocutors. Another source adds that both revenues and expenses in 2024 will be higher than provided for in the current budget law.
The regular budget meeting was held today, and there were no representatives of the Central Bank and the Ministry of Economic Development. Prime Minister Mikhail Mishustin said at the meeting that the government is obliged to “finish the work as soon as possible in order to report to the president on the main issues, on the forks.” Journalists remind that the government must submit the budget to the State Duma by October 1.
As Faridaily points out, the main intrigue of the 2024 budget is spending on the army and security forces in a protracted war, as well as spending on the presidential elections.
In 2023, spending on the army and security forces was already a record — 5 and 3.6 trillion rubles, respectively. In addition, as The Bell wrote, budget expenditures on classified items exceeded 3 trillion rubles by May.
