Near Sochi, police drew up reports of “LGBT propaganda” against two girls who kissed on the street. The girls themselves, who asked for anonymity, told Mediazona about this.
A 20-year-old model from Moscow and her 23-year-old friend, who works part-time as a cook in a local cafe, were detained on the evening of August 2. At this time they were walking with a bottle of wine, sat on a bench and kissed.
The police approached them a few minutes after the kiss and took them to the department, where they kept them all night. There the girls were separated: the security forces forced the model girl to unlock her phone and show her telegram correspondence, and demanded that her chef friend give up her passport. When she refused, the girl was grabbed, they began to twist her arms and handcuffed her.

As a result, protocols were drawn up against both girls for “LGBT propaganda” (Part 1 of Article 6.21 of the Administrative Code). The girl cook was also accused of disobeying the police (Part 1 of Article 19.3 of the Administrative Code), and the court arrested her for three days. The model was also taken to the hearing, but the magistrate recommended that she request that the case be considered at the place of registration. The registration magistrate was sent a report on “propaganda” against the girl cook. As a result, the report of the model girl was completely returned to the police.
The girls, in a conversation with Mediazona, noted that they were not a couple. One of them added that she does not consider herself LGBT at all.
At the end of 2022, the State Duma introduced a package of new fines for “propaganda of non-traditional sexual relations.” Previously known cases of application of the article related to publications on the Internet: this concerned the content of LGBT bloggers and other users of social networks, profiles on a dating site and advertisements of transgender sex workers.
Prosecutions for real-life incidents, including kissing in public, were previously unknown. In Nizhny Novgorod, a report was drawn up against the bookstore of the “Read-Gorod” chain, where a controversial book was sold to a teenager, but the case was dropped due to the statute of limitations.
