VLADIVOSTOK, September 10 The margins of the retail and wholesale segments of the Russian fuel market are in the positive zone, but they are minimal, Russian Energy Minister Nikolai Shulginov said in an interview within WEF.
The Fuel Damper Mechanism Adjustment Law came into force on September 1 and will be in effect until the end of 2026. According to the document, the mechanism is adjusted in such a way that it reduces payments to companies from the budget for dampers for both gasoline and diesel fuel by 50%, explained Deputy Minister of Finance of the Russian Federation Alexey Sazanov. According to the experts interviewed, a reduction in budget payments to oil companies will lead to a further increase in wholesale fuel prices and unprofitable trade at independent gas stations.
“We believe that in retail today there is a minimum margin. There is also a margin in wholesale. Yes, it has decreased, but still in the black. Of course, we understand the difficulties of companies, we know how much money they will lose per month after adjusting the damper (September – ed.) and until the end of 2026, while the new damper parameters are in effect,” Shulginov said.
