According to the parliamentarian, the export restriction may last “for a maximum of a month…”, otherwise there will be a fuel shortage on the market due to the shutdown of refineries facing losses.
Within two to three weeks, the Cabinet of Ministers, as Zavalny believes, needs to develop new measures to stabilize the fuel market. In his opinion, it is necessary to “adjust the tax maneuver both from the point of view of tax duties and from the point of view of the damper, the compensation mechanism.”
The deputy proposed to revise both customs duties and damper parameters upward in order to “balance” the external and domestic markets.
As Zavalny recalled, if last year the volume of payments for the damper was 2.2 trillion rubles, then the current budget includes a trillion less.
In addition, the head of the Duma committee noted that the proposal of the Federal Antimonopoly Service (FAS) to increase the mandatory volume of sales of petroleum products on the exchange will also contribute to greater supply and lower fuel prices. “We need to find a middle ground in order to subsidize the domestic market through exports, but at the same time maintain market pricing,” the parliamentarian concluded.
