MOSCOW, Oct. 5 Central Election Commission of Russia has appointed an all-Russian training of several information systems, one of which is the state automated system (GAS) “Elections” and the remote electronic voting system (DEG), said the head of the Federal Center for Informatization (FCI) under the Central Election Commission of the Russian Federation, Alexander Sokolchuk.
“We are conducting such a training for the first time. Such a powerful training involving a large number of powerful information systems — this is the State Automated System «Elections», this is a digital platform, this is the software and hardware kit (hardware) of the DEG, this is a single portal of State services… First time we are doing this. The configuration is very complex. We are solving very serious problems during this training,» Sokolchuk said at a CEC meeting on Thursday.
According to him, the training will take place from October 9 to November 29 and in three stages. As part of the preparatory stage (from October 9 to October 31), system administrators, heads of information centers, and service center employees will be trained to work with new software in the digital platform — this is a subsystem for automating electoral processes.
“The main stage (will take place from November 1 to November 24), the task of which is to prepare and conduct elections, interact with all organizations that participate,” Sokolchuk added.
The final stage will take place from November 27 to November 29. From November 15-17, a trial three-day voting period is provided for all types of systems.
Deputy Head of the Central Election Commission of the Russian Federation Nikolai Bulaev added that despite the fact that not all subjects used DEG in elections over the past three years, there were only 30 of them, all 89 subjects are participating in the training.
«Therefore, it is proposed that voters of all 89 subjects submit an application through the State Services portal to participate in remote electronic voting at this training… The developers would like to see up to two million voters at peak load during a specific amount of time — two hours «, said Bulaev.
According to him, the FCI under the Central Election Commission of the Russian Federation will prepare a time period within which voters will need to vote. Considering that this is not one time zone, the time will be chosen that will be optimal for voters in all time zones.
